In the UK , the `Golden Age of the welfare state began at the end of a tumultuous decade of the 1930s . By this time the social scene was characterized by unrest , mass actions and revolutions that were as a result of an oppressive system that had created a wide class demarcation . To address these problems , many changes were adopted that saw the state undertake the responsibility of welfare provision Following the release and implementation of the Beveridge report , a transformation occurred

that marked the beginning of the Golden age of welfare state . The Golden age continued until late 1970s when due to increasing criticism from politicians and academia , another transformation took place that saw an end of an era of the welfare state . The question that begs an answer is has the `Golden age of the welfare state now passed

This asserts that it has indeed passed . The welfare state has been criticized for encouraging dependence , its negative impacts on people 's incentive to work hard as well as eroding people 's responsibility to take care of themselves . The yearly budget for welfare was also very high . The Golden age was characterized by very high pension payments , indiscriminate entitlement to long term employment free provision to all long term nursing care for the elderly . In to receive unemployment benefits one is supposed to show that they put effort in looking for employment . This is because among the negative argument against welfare state is the deprivation of incentive to put an honest day 's work

The above changes point to the decline in the welfare state . However the major changes are actually the ideological shift welfarism to liberalism where the rules of the free market apply . The government has shifted focus to transforming the faulty welfare state into a less costly and more flexible form (Hughes , G . and Fergusson , R . 2004 capable of meeting the basic needs of all in need
