Maintaining the authority and efficiency of the police force is highly important to sustain peace and security and improve law enforcement strategies and techniques . One major consideration in maintaining the authority and efficiency of the police force is to consider culture and interdependent relationships of police agencies between bs . At present , the concentration of Europe 's police force is on addressing organized crimes that cause high-scale threats and damages to society . Due to these added tasks and responsibilities traditional programs and activities are modified , opening opportunities for improving internal security by engaging in team training and diverse work groups within nations . These programs are not existing components of the traditional internal security system therefore , police forces in Europe will have to prepare themselves to adapt changes that these programs will provide to their existing police cultures

The foundation of Kosch 's intercultural human resources management applied to the police force is resolving conflicts between cultures Addressing this particular issue is perceived to ignite cooperation between police force in every nation in Europe , leading to more efficient means of managing and implementing police work and strategies Kosch defined the nature of police culture as the primary reason why law enforcement agencies in Europe exhibit distinct features and characteristics establishing their differences , however , it is also the same thing that will cultivate harmonious and helping relationships between them . Apparently , although police forces in different countries have their own working environments , police work systems , rules behaviors , and such , they become unified in one single purpose - that is to enforce laws and uphold peace and , and safety of its citizens The roles of the members of the police force at this point are not only limited to law enforcement , and keeping the peace , and safety of its citizens , but also to promote unity and solidarity between nations in to adapt to intercultural concepts in police management and work
