Due to these added tasks and responsibilities traditional programs and activities are modified , opening opportunities for improving internal security by engaging in team training and diverse work groups within nations . These programs are not existing components of the traditional internal security system therefore , police forces in Europe will have to prepare themselves to adapt changes that these programs will provide to their existing police cultures
The foundation of Kosch 's intercultural human resources management applied to the police force is resolving conflicts between cultures Addressing this particular issue is perceived to ignite cooperation between police force in every nation in Europe , leading to more efficient means of managing and implementing police work and strategies Kosch defined the nature of police culture as the primary reason why law enforcement agencies in Europe exhibit distinct features and characteristics establishing their differences , however , it is also the same thing that will cultivate harmonious and helping relationships between them .
