Among dog owners there is a continued debate between whether or not a small dog is better suited for domestic ownership than large breeds Much of the issue is regarding personal preference , which accounts for a most of the decision , but there is evidence to suggest that small breeds are a better choice in many situations of pet ownership . Examples range from restrictive insurance policies formed on a dog-by-dog basis and new legislation over dog ownership , appropriate dog size for the city or apartment dweller and the cost of owning a small dog over a larger breed .
