Countries such as Israel and United Kingdom do not run by a formal written constitution , but do so by set customs and traditions weighing over decades of years Nevertheless , countries such as the United States are run by a formal written constitution describing the different branches of government and their restricted powers . The United States is a presidential model in which the head of the state and head of the government is the President . The executive power is vested in the president and his appointed cabinet with the approval of the bicameral congress . The congress is composed of the Senate and the House of Representatives .
