INTRODUCTION

Background

Police service is meant for public support and to provide within the community it is bound to serve . The effectiveness of the policing system could not be measured by how much crimes it solved , but based on how the sector it served felt about the performance . Therefore , there must be an active line of communication between the community and police authorities to provide proper check and balance . To do this a properly designed feedback mechanism , such as satisfactory surveys , must be employed

The usual

measures of performances had been institutionalized in all police departments . These traditional indicators of police performance emphasize reported crime rates , overall arrests , clearance rates , and response times . They concentrate upon control and arrest of criminals and crime solving . However , there is one angle of performance assessment that needs to be addressed and that is public image

It is an accepted fact that a good relationship between police officers and members of the community can strengthen informal social controls against crime and increase community support for law enforcement activities ( Police community relations ' n .d . In the other hand poor police-community relations foster resentment and alienation among community members and may lead to police abuse or a cause of inter-group violence in the community

As a necessity to provide a climate of cooperation among stakeholders there must be a good and regular venue for public consultation over policing priorities . Consultations must be based from an earlier appraisal , new policies and plan , and evaluation of current activities and programs . Report of a study conducted in Australia on involvement of public in police planning showed that most participants thought that the public should participate in decision-making although there was some cynicism about whether it would make a difference (Dalgleish , Docking Myhill , Sindall and Yarrow , 2003 . These result is a good proof that indeed community people , regardless of their status would feel their importance by showing their role and voicing out their common concerns through participate planning process . Likewise , on the point of view of the enforcers relevant to public participation the study further suggests that authorities recognize the need for a consultation strategy with clearly defined aims , but that this has not occurred in the areas studied

Based on aforementioned information , it is suggested that a sound community satisfaction survey to improve police performance should consider both the organization and the community

Objectives

This study is therefore aimed to determine the police personnel 's view of themselves as far as their work satisfaction , police-community relations , effectiveness , complaint response , and public mediation performances . The survey respondents from the community will evaluate the same areas mentioned . The output will be a view of police performance in two perspectives . The result will be a good input to determine the gap , if it exists , and how to reduce it in the future
