This form of management developed in early 1920s as a way of running each police department like other professional organizations are run it was occasioned by rise in corruption and mismanagement that was witnessed in many police departments in the country (Dobrin 1 . It was immediately well received by major police departments in the country which had witnessed them

lost corruption cases . Their change of management ended up influencing smaller departments . As a result , many departments in the country ended up using professional policing techniques . This was the turning point for better policing in the country . New processes and techniques of performing duties started becoming more professionally done by personnel that were trained in those fields , which meant more efficiency and higher productivity . To unsure that the goals of this new form of management was successful each department started by hiring well qualified personnel that could perform their duties to the best of their ability . Processes of hiring staff were also improved to ensure that political interference that was so prone to influencing those who joined police departments was completely escaped . This resulted to people who got employed on merit never because their parents or of higher officials in police force it further ensures that the new force was hired because they really wanted to do police work as a career . The community was supposed to be the key beneficiary because it would be served by people who know the main needs of their customers and thus provided the well deserved services efficiently
Departments started hiring staff that had another profession other than just being interested in police work . For instance , members those who were to serve as crime investigators have higher education in the fields of crime investigation those who w3ere to serve as liaison between the force and the public had to undergo through education in public relations office managers were also encouraged to undertake training in management courses . This meant that due to the different this that the police force had to do in the course of their activities , people that were being hired provided the large diversity of professionals that resulted to productive departments . Professional policing targeted at achieving goals through the use of modern technology and professional so they can address crime issues , that is , arrest and prosecute those abusing other people 's liberty . It was due to this reason that well qualified police officers were needed to ensure that investigations were done in the most ethical ways possible . The professionals also ensured that investigations were complete before prosecutions were done . Sine the professionals were to be more dedicated to their duties compared to member of the previous forces , they were expected to do a better job because they would not have been corrupted by any means
