Introduction

In the past two decades , states and the federal government have developed and implemented new correctional options in an attempt to reduce correctional crowding and costs , better manage higher-risk offenders in the community , reduce crime , and achieve greater fairness and effectiveness in criminal sentencing for adults . These innovations are referred to community corrections and electronic monitoring program

This research focuses on the basic information of two major innovations and its results . It presents the application of a wide range of new technologies to the

community control of offenders , including the latest generation of electronic monitoring (EM ) devices and other technological innovations that provide a of the device and its application to community corrections

There are many questions to consider when making decision about how to effectively and efficiently supervise offenders in the community . One important question is how to identify offenders who are most likely to re-offend or recidivate . If we are to able to identify those most likely to re-offend , then those person can be targeted for increased supervision and may be eligible for more intensive forms of treatment . Classification and assessment technologies have emerged in community corrections for this very purpose . These technologies attempt to promote system efficiency by sorting offenders into subgroups for purpose of allocating discrete supervisory and treatment resources in ways that promote public safety . Effectiveness is also enhanced because creating systems of classifying or grouping offenders helps to standardize criteria applied to all offenders . This is a desirable goal to many because it reduces discretionary decision making by professionals and may result in a more impartial correctional system

Community Corrections

The term community corrections refer to a variety of programs that are outside of jails and prisons

Community corrections are those programs that release the offender from a confinement facility into the community under special conditions while the constraints of the term of imprisonment still hang over his head . These are most notably probation and parole and can include community-based treatment programs

Probation refers to the action of suspending a sentence and allowing the offender to serve the sanctions imposed by the court while living in the community . It involves supervision by probation department and is the most commonly used correctional option . During the period of community supervision , probationers are required to abide by certain court imposed conditions , such as maintaining employment and reporting to a probation officer . An array of other conditions may be imposed including community service and restitution . A probationer who violates conditions may have the sentence revoked and be subject to imprisonment A judge decides revocation after conducting a hearing

Probation is mainly used for convicted offenders and less frequently as a means to supervise offenders who have not yet been convicted of crimes , often , defendants proceeding through court who are not detained in jail are subject to probation supervision as a condition of their pretrial release .
