In normal cases , security officers assumes no more authority to act compared to private citizens except when they have been deputized through the local enactment which provide them with special powers . a number of policing activities from the public police and from other security agencies . This is usually referred to as pluralized or multi-lateral policing . However there are some important distinction that shows the differences between the public and the private police powers and immunities . Public police are empowered through the legislation to enforce laws . This is not granted for the private polices . This shows that there is less likelihood of public compliance when it comes to enforcement of the law Public police are given statutory immunity from any civil suite in case their beliefs and the act are reasonable and accomplished in the course of their duty . For the private police , they are not granted powers to make arrest before one commits an offence .
