In this phase , evidence is transformed into intelligence through four levels i .e . the basic level and this describes the event under study by accounting for all the applicable variables as possible . In the second level , this level is beyond descriptive given that the analysts fully explain the event being studied . Thirdly , estimation is done at this stage after effective explanation and interpretation through production and effectual opinion . Lastly , the analysts identify their sources of information which are either classified or unclassified depending on the phenomenon .
