Bush know that reading is the foundation for all other learning , the administration has set the goal of making sure every child knows how to read at grade level by the third grade Reading opens doors to children who otherwise would struggle through school , lacking the skills to succeed and grow . Literacy is a vital skill for a successful student

In my own opinion , I can say

that the statement it true in many forms because literacy makes a person more capable of being understandable and knowledgeable . As students learn how to read , they would basically comprehend with the fundamentals of their personal and sociological awareness . Bush 's administration made a significant age level of student to show their learning in reading . At grade 3 , a child needs to become capable of learning reading and math . It is a requirement ' that needs to be attained by the students with the help of their teachers , school authorities , and parents . Literally speaking , this statement is true and possible as what the first couple wanted to be

On the other way around , I can say that I agree with this statement logically and literally because learning is important to people . It should be done at early stage to be able to immerse the basic way of wisdom to the mind of a child . Through the help of academic institutions and parents , a child would make its learning more fun and easy . However we cannot every child to make him good or better at an early age but there must be ways to reveal their skills and talent to obtain literacy

However , the problem here is that this statement was not supported by edible justifications and good results from year 2001 until 2006 . That is why different institutions from different government and non-government offices are striving hard to promulgate a reauthorization of No Child Left Behind Act . According to National Education Association (NEA , The current version of ESEA-the No Child Left Behind Act (NCLB )-is fundamentally flawed . It undermines existing state and school district structures and authority , and shifts public dollars to the private sector through supplemental educational services and takeovers of public schools by for-profit companies (2006 ' It was shown that No Child Left Behind Act has many flaws and illogical direction towards the issues and arguments within the whole policy . Not only NEA wanted this Act to be reauthorized but many other institutions especially those in the academe or the educators of students . In connection to the statement , despite of the first couple 's good proposal towards learning they do not mean to act what is truly needed to pursue the right and opportunities for early child development . Because of this , conflicts and problems emerged and became the educators ' burden that seemed to be the bridge and door for successful innovation of knowledge as what Bush 's government initiated
