The United States educational system has been undergoing several structural and policy changes in the last few years . The No Child Left Behind (NCLB ) act represents the most recent thrust towards improvements in education . Under this act there is a special focus placed on various categories of learners that have traditionally been disadvantaged in the education system . Ethnic and racial minorities , the economically disadvantaged , students with limited English proficiency and those with disabilities are been especially targeted (Shaul 7 .Within the last category the needs of special education learners are addressed and provisions are made to improve the quality of education delivered to these learners . With the new requirements laid down in the act parents teachers and administrators will realize that the NCLB act adequately meets the needs of special education learners
