The 2001 No Child Left Behind Act , also known by its abbreviation as NCLB , or the nicklebee is an American Federal Act that was passed by the Congress , after that it had been proposed and signed into force by the former US President , George Washington Bush , after his inauguration into presidency (Jan 23 , 2001 . The above act was to be realized by increasing the accountability standards for schools at the district and state level . At the same time this was an artifice to help the parents to the students realize flexibility , by having a wider berth , when choosing schools for their children

The NCLB Act works using the Standard Based Education Systems theory This theory is alternatively known as Outcome Based Education , and has it that schools which receive government funding must conform to certain standards . This is because , the US education department believes that the setting and the following of the high standards together with the establishing of goals that are quantifiable lead to positive education outcome
