The police force and the law enforcement agency of any country is one of the most important elements in a society that guarantees the stability of the present government , regardless of the form of government found inside the country . Police force has been critical and important in democratic , fascist and dictatorial government , playing a particular role in the ebb and flow of law dispensing and public protection and security , particularly because of the fact that law enforcement agencies around the world are provided with constitutionally protected rights to the use and exercise of harmful and even lethal force in to maintain peace , allow the rule of law to take place and effect and , in the case of the Dubai Police , to `maintain the safety and security (Al Theeb , 2006 ) of the city one of the many roles that the Dubai police performs for the public throughout its more than 50 years of existence that saw this particular police agency sometimes participate in civic activities that transcend the traditional police roles , all in the name of holistic public service . Like all of the police forces and law enforcement agencies around the world , the Dubai Police experienced the necessary `birth pains ' that goes along with the evolving and maturing of a police force organization . For example , some of what is currently highly esteemed police force organizations in the United States of America have , according to Mastrofski (2007 , experienced struggles particularly during the mid-nineteenth century , when the police organization management was left with no choice but to do everything in its power to stabilize an organization which during that time were highly affected by both internal and external changes happening around them that directly affects their work - an eventuality that is not highly improbable for other law enforcement agencies to experience , and the Dubai Police is no exemption either

This research proposes to examine the compare the pro and role of the Dubai police through the years and note how the changes in lifestyle , management outlook and key paradigms shaped , altered and changed the manner by which Dubai police has operated and at the same time maintained its hold of the different fibers of the Dubai social strata and diversifying culture
