Despite the fact that the government is in serious effort in eradicating child abuse and neglect , another issue that should be looked upon is the role of the community . A good citizen comes from a family who practices proper decorum . Parents or guardians of children who have alcohol problems are vital aspects in most cases of abuse and neglect that are reported . Alcohol and other addictive substances may act as a force , attenuating self control and permitting parents to conduct themselves abusively .
