Despite the fact that the government is in serious effort in eradicating child abuse and neglect , another issue that should be looked upon is the role of the community . A good citizen comes from a family who practices proper decorum . Parents or guardians of children who have alcohol problems are vital aspects in most cases of abuse and neglect that are reported . Alcohol and other addictive substances may act as a force , attenuating self control and permitting parents to conduct themselves abusively . The children in such environment may eventually demonstrate behavioral problems

Appropriate resources should be allotted by the government in funding preeminent programs for the juveniles , their families and even their communities for the 21st century . Furthermore , education for the young should be adhered with utmost magnitude . Juveniles who do not finish and attend school will result to poor educational achievement , wherein they experience obscurity in arriving at well paid job leading them to be at more risks to be caught up in criminal means to achieve their ambitions (Brown , 1998
