The clamor for Social Security reform continues in every administration as every side presents their views on whether or not there is a need to reform the Social Security program of the U .S . Recently , U .S . President Barrack Obama signed into law the health reform bill (Health Affairs , 2010 ) and many are wondering if Social Security reform is the next agenda of the Obama administration

According to the Government Accountability Office (GAO , the fundamental goal of Social Security is to help ensure adequate retirement income . However , it was never intended to guarantee an adequate income by itself , but rather , it provides an income base upon which to build .
