Introduction

The Peace Memorial Downtown Health Clinic , also known as the DHC or the PMH is located in Greatwest Office , at the Shopping Complex , Main and West Street Corner , and has its history dating four decades ago following the US government federal legislation of the Hill Burton Act that saw the disbursements of billions of dollars being actualized towards the construction of hospitals and medical schools . This was mainly a noble artifice to have transformation of health care

being changed from being a privilege to being an entitlement to every US citizen . The most considered group in this cause included the indigent and the disabled- persons whom the US government sought to provide health care to , at subsidized prices . The location in which the hospital is situated was reached at , by the hospital 's board of trustees who were then willing to share in the construction and design expenses , together with the expenses that would be incurred when procuring medical equipments

Problem definition

Although the DHC or the PMH has in the past maintained a good track record of sound performance , yet , the institution is beset by myriads of problems that is threatening to usher in , its closure . This means that the bed capacity and the stay capacity of the DHC is overwhelmed by the population that seeks the medical services , while at the same time , this means that the above situation is likely to usher in an outbreak of diseases , given that patients are forced by these circumstances to share beddings . This overcrowding also means that even the medical services practitioners are in jeopardy themselves (Kerin and Peterson , 1998 pp 199

In the meanwhile , the DHC is faced by the danger of competition from other health care providers such as the Medcenter , which a privately owned institution that is situated in the suburban near the DHC . Unlike the DHC , Medcenter has ambulatory services . This is likely to be a problem to the DHC , not...
