Permanent ports and settlements were required so that France would be able to claim its territory in the Northern part of America . But then settlements

were too expensive which urged them to give way to the monopoly in the fur trade of the colonizers for them to acquire the needed money

Samuel de Champlain was hired by Monts to explore who eventually established a post at Quebec . The New France imposed the mercantile system for they believe that wealth could be achieved through a positive balance in trade . During that time , New France provided the raw materials that are needed in France

Mercantilism , as imposed in New France , had three main ideas to support the system (1 ) there must be a favorable balance in the trade products thus , it is advisable that one country should not mainly depend on imports but on exports (2 ) colonies exist for the advantage of the mother country . This means that the colonies should also serve as the market for the trade products of the mother country (3 ) there must be strict laws to be implemented in the colonies . There should be a strict implemented rule that would ensure that the profir would go back to the mother country
