Operational processes shift variations , schedule maintenance utilities and deliveries , determine how a facility operates daily Understanding the facility 's mechanism facilitates development of an efficient IPS allowing smooth uninterrupted operation of the facility Policies indicate specific roles and measures to take to prevent incidences as well as counter-measures for smooth operations . Staffs materials , nearby workers , neighbors , customers , information and external and internal exchanges are considered in the formulation of an IPS . Effects of a facility 's events on society and effects of events at neighboring establishments on the facility are reflected on (Banks Harber-Stuart Parry , 2003 , pp . 15

The threat levels faced by the establishment , the intricacy of the establishment and availability of external or internal advice are factors to put into consideration . Optimum security enhancements are determined to ensure that they are not so restrictive to hamper normal operations and that they don 't frighten staff .
