September 11 , 2001 catastrophe served as a wakeup call to United States regarding the threat of terrorist attacks . For one , it resulted to several shifts in police responsibilities and paradigms amongst all the levels of the police department . For instance , the department of Homeland Security was created and priorities were shifted in FBI (Federal Bureau of Investigation ) and other agencies of law enforcement After this attack , police organizations were discharged with new homeland roles which included : protecting key assets and critical infrastructure , coordinating homeland security at state level , securing national sea ports , air , and borders preparation of new training tactics , equipment and responses collecting , analyzing and sharing vital information and critical intelligence . Prevention of likely future occurrences and preparation of intensive responses operations thus became one of key police missions in US (National Institute of Justice 2005 Delattre , 2006
