Poverty in a situation whereby people cannot manage the lowest standard of living to attain the basic necessities like food , clothing , shelter education , health and empowerment , poverty can also be a situation classified by very low standards of living according to the amount of income that people receive from their daily activities . Various countries have their own poverty lines depending on what their basic needs are and the standards of living in those countries , like in African many people are considered to live below the poverty line because of

their low levels of income . This poverty line in Africa can be ascertained by the use of domestic budgets like the income non-income basic needs , empowerment and participatory opinions Africa 's worsening economic situation is mysterious from the continent 's untapped mineral wealth and its tourism potential it is inevitably hindered by the steaming foulness , misery , deprivation , and chaos . According to the African Observer : Four out of 10 Africans live in absolute poverty and recent evidence suggests that poverty is on the increase , if Africa wants to reduce poverty by half over the next 15 years , it needs to attain and sustain an average annual growth rate of 7 percent . The African continent , consisting of 54 countries , is the least developed region of the Third World . Basically we have mainly two ways of measuring poverty that is absolute poverty and relative poverty Absolute poverty measures families living below the poverty line or live below the minimum income required to access their basic needs , though empowerment is very crucial in enabling people gain access to the basic needs . The absolute poverty line used is based on the expenditure necessary to achieve a minimum level of material well-being . It does not change over time with changing social values as do relative poverty lines . Consumption is used because consumption levels are chosen by households with some knowledge of future and past incomes , and may thus be a better indicator of material well-being than income . Here consumption is adjusted for differences in the prices faced by , and demographic characteristics of , different households . On the other hand Relative poverty measures the extent to which a family 's financial resources falls below an average income threshold for the economy Although living standards and real incomes have grown because of higher employment and sustained economic growth over latest years , the gains in income and wealth have been unevenly distributed across the population

People who are poor in a given African country differ greatly from country to country especially on the basis of gender . Some people will regard themselves in a family as poor because of the small number of cows they have the amount of land they have the plantations that they have still others will define poverty by non-asset variables like the number of wives or the gender they have for more girls it means being rich because the parents will receive dowry from the grooms when their daughters get married .
