1 . Advocacy can target the individual , administrative and policy levels through using appropriate methods to cater to the particularities of each level . At the individual level , necessary changes cover personal beliefs and work ethics . This can be accomplished through information campaigns , seminars , trainings and similar activities . The administrative level concerns leadership and management functions Advocacy may involve creating proposals and selling these to the decision makers . In adopting changes at this level , administration may review the organizational structure and processes and enhance it , review the relationships among staff and the administration

and make improvements in this area or review the competencies of both administration and staff and pursue further developments . At the policy level , advocacy aims at changes in the rules that govern the internal life of the organization as well as in the way they relate to clients and deliver services . Convincing key persons with proposals in this aspect may be one of the ways of advocating at this level

2 . It is important to advocate in these areas simultaneously because it will bring about synchronized changes in the professional output of individual employees , in the manner in which human resources , finances and services or programs are managed by the administration as well as in the guiding principles of the institution . These changes will lead to the overall improvement of the culture , structure and work practices of the organization which leads to the better delivery of human services and in an increase in client satisfaction

3 . Advocates are the initiators of change in the organization , the persons who actively promote and pursue an initiative until its accomplishment (Rowden , 1999 . They do so through activities such as information gathering , educating , alliances building , organizing and mobilizing individuals , key persons or units in the agency . Meanwhile decision makers are the persons at the top of the organizational structure who have the final say about changes being advocated . Only through their approval of proposed changes can these be concretized and implemented
