Proposed in response to the grassroots activism of the modern civil rights movement and Southern resistance against it , the law underwent one of the most hotly contested battles ever carried out in Congress . Although it was enacted to ensure the full legal equality of blacks , the Civil Rights Act would come to affect a broad range of minority groups , creating a profound impact on the social and political landscape in the decades that followed

Throughout the American history , African Americans have experienced racial discrimination , which was rooted in slavery but continued long after that institution had been abolished . For the first century after the drafters of the Declaration of Independence proclaimed that all men are created equal , the federal government - which was relatively weak at that time - could do little to stem the oppression of enslaved blacks sanctioned by Southern state and local governments . The civil rights movement was triggered by the Montgomery bus incident in 1955 . Although blacks and whites were permitted to ride the same city buses in Montgomery , Alabama , seating on the buses was racially segregated .
