Many think that NCLB is the savior for those who lag behind their peers and need federal assistance to achieve standard curriculum goals . Although the impact of NCLB on the systemic education change is evident , it is doubtful that this change is unilaterally positive . While NCLB has improved the level of accountability for schools in need for improvement , it has also neglected charter schools which were aimed at providing low-income parents with additional educational options for their children
With the implementation of NCLB initiative , American schools have changed the quality of their accountability strategies . These changes are particularly relevant for schools using Comprehensive School Reform (CSR ) models . The combination of NCLB and CSR has brought a new vision of accountability , where teachers are aware of the standards NCLB principles and sanctions for noncompliance (Schemo , 2006 . However , as NCLB was noticed to have great impact on school performance , it did not significantly change school approaches to CSR , due to schools ' inability to allow time for students to master skills that would affect their AYP scores under NCLB (O 'Day , 2003
Although NCLB has greatly impacted the level of accountability across federal schools , it has evidently missed an opportunity for teachers to create a new reformed system of charter schools in the U .S . Generally charter schools are largely free from education regulations and are run by groups like nonprofit organizations and for-profit managers they are a fast-growing alternative to traditional public schools (Schemo 2006 . Unfortunately , with the scope of NCLB being almost unlimited for public schools , charter schools seem to have remained beyond the board of the national educational reform , and are hardly accountable for the achievements children display in classroom
Researchers suggest that teachers tend to produce irrelevant conclusions regarding the importance of NCLB and its connection to systemic educational change . Gewertz (2005 ) and Schemo (2006 ) recommend that NCLB accountability receives more attention . It is also recommended that special attention is paid to NCLB sanctions that frequently serve teachers ' motivation to achieve AYP targets . Finally , a special research should be conducted to evaluate the role and the place charter schools occupy in modern school reform , and whether systemic educational changes can positively impact the quality of charter school education .
